ACOR has been servicing projects in the Defence sector for over 25 years. Our success is built on our industry background and scalability. We have delivered over 670 Defence projects ranging from $15,000 to $1.5bn. To find out more about our projects, please contact our team.
Of our 400 staff, over 150 hold security clearance. ACOR has over 300 staff members who have delivered Defence projects in the last five years, and over 130 are currently delivering an active Estate Works Program (EWP) or Capital Facilities Infrastructure (CFI) project.
To ensure that ACOR provides a “best for project” approach, we have developed a Program Management Office (PMO) organisational structure supported by a Centre of Excellence (COE). This adds value by:
- The PMO is broken into geographic regions servicing all of Australia.
- We have design management teams based across our ten offices, who coordinate each Defence project and act as the client’s single point of contact.
- Each design manager has access to our COE support, founded on a repeatable and efficient service that strives to continually improve and incorporate lessons learnt. Examples of COE support include the use of repeatable design, specifications, and reporting tools, BIM and digital support, price benchmarking, and HOTO support and implementation.

Adam Rankin
National Defence Leader
Adam has a strong background in project direction and management for multidisciplinary building and infrastructure projects in Australia and abroad.
His success as a leader stems from excellent communication skills and the ability to flexibly and systematically manage teams and projects. Adam’s collaborative approach fosters success for clients and the company.
With 13 years in the Australian Army focusing on operational and project delivery, he developed strong project management skills, particularly in planning major projects. Additionally, his 17 years as a consultant in the property and construction industry further refined his project management and consulting capabilities.
Gerard Koen
Client Leader - Defence
As ACOR Consultant’s Client Leader for Defence Infrastructure, Gerard is a Chartered Professional Engineer with over 20 years of experience in both the defence and private sectors.
Through his strong client and industry relationships and as a veteran and still serving as an Army reservist, he has developed a broad, strategic understanding of the Government’s future within a domestic and global operational context.
He has planned and led complex, operationally time-critical capital infrastructure projects totalling over $2 billion, while globally leading project teams across the Middle East, the South West Pacific, and Southeast Asia.
Stephen Lau
Estate Works Program Leader
Stephen is a Principal of ACOR Consultants who has worked in the consulting engineering industry for over 30 years and with ACOR since 1998. Stephen has led the ACOR Estate Works Program (EWP) business since 2020 and oversees our multidisciplinary design teams. Stephen’s role is to work closely with our clients to forecast their needs, support our PMO and delivery teams, and ensure the ACOR business continually improves to meet Defence’s needs.
Playing a “hands-on” role allows Stephen to develop a deep understanding of the unique capability and facility needs for Defence. Combined with his 20 years of experience delivering some of Australia’s most prominent defence projects, Stephen is a recognised leader in engineering and technical services for defence projects.
Vanessa Roberts
Executive Assistant
Vanessa brings a wealth of organisational experience and diverse skill set to ACOR with more than 15 years’ supporting senior executives in international consultancy firms.
Her proactive approach helps the team focus on what matters most, delivering strong outcomes for our clients and partners. Vanessa is the best point of contact for connecting with the Client Leadership team.
